An enhanced 16 bit MSDN toolbar, adding basic 'tooltip' functionality

This DLL contains two classes which were originally from MSDN source code examples (see toolbar.zip and ropopup.zip below).

I have created classes to wrap the original source code, and modified the toolbar sample to display a popup window with help text (hints) when the mouse passes over a button.
